What Mayor Turner may or may not know is…

You can also see a man behind Mayor Turner (to his left as you’re watching the video) laugh at the same time the woman does.

The woman, to Mayor Turners right while laughing, then turns to the man on the left who laughed at the same time with her.

They are both laughing at the same time because she knows and the man knows, the flooding and hurricanes were due to weather weapons.

She and the man find it funny because they know the truth while everyone else is clueless.

It makes them feel powerful and special. Like a little gremlin getting off on a sick joke and lie doing harm on innocent people none the wiser.

This is why the woman while laughing, immediately turns to the man who is also laughing (who she knows is an insider) and looks at him seeking acknowledgement of what they both know.
